AMNS – Consultancy Services for Preparation of Feasibility Study for Railway Siding Connectivity from Haridaspur – Paradip line to the Proposed 24 MTPA Greenfield Integrated Steel Plant of Arcelor Mittal and Nippon Steel India at Kendrapara and Obtaining In-Principle Approval from East Coast Railway

    Detailed Narrative Description of Project:

    ArcelorMittal Nippon Steel (AM/NS) plans to construct 24 MTPA integrated steel plant in a phased manner at Kendrapara in the state of Odisha, India. For movement of bulk material (inward as well as outward), railway connectivity to the plant is necessary. AM/NS has engaged M.R. Technofin Consultants for carrying out the Pre-Feasibility Study encompassing the activities related to railway siding connectivity and handling system inside plant yard.

     

    Detailed Description of Actual Services Provided : 

    • Examined railway connectivity to the proposed plant and assessed techno-economic feasibility of the railway connectivity.
    • Examined existing Railway facilities at various serving railway station i.e., Marshaghai Road Railway station; Nuagaon Station, on Haridaspur – Paradip section on East Coast as well at the port.
    • Suggested necessary upgradation of railway facilities at serving railway station for the proposed siding considering other siding proposals & railway’s expansion.
    • Conducted extensive ‘Route Option’ study – identified four ‘potential’ routes, conducted detailed reconnaissance survey of each route option, developed preliminary plans, assessed cross drainage requirements, road crossings, etc.
    • Developed preliminary Cost Estimates for each of the potential option
    • Developed ‘Multi- Criteria’ analysis to ‘objectively’ compare various options and recommended the ‘Preferred’ option
    • Conducted detailed topographic survey using DGPS for an approximate route length of 24 Km to pick up field data. Studied project vicinity and finalized route alignment based on the data collected & study of existing facilities.
    • Assessed potential inward & outward traffic and studied existing system of working for reception and dispatch of trains
    • Prepared plan for signal & telecommunication arrangements at the take-off station for reception and dispatch of trains.
    • Studied OHE arrangements and provided suitable lighting arrangements;
    • Identified culverts for drain, pipe crossings, manned and unmanned level crossings, bridges, FOB etc. Determined of road crossings, grade or grade separators, road diversions etc.
    • Prepared Pre-Feasibility Report (PFR) as per railway standards with detailed route plan indicating unloading & loading facilities required for all materials.
    • Prepared schematic layout plans for the followings:
    • Modifications at the take-off station.
    • Siding from serving station to dispatch terminal siding facility.
    • Siding inside the dispatch terminal.
    • Provisions for Railway crossings on road etc.
    • Prepared land plans of proposed track alignment on revenue maps and marked corridor width of the land required and worked out the area of land.
    • Submitted Feasibility Study Report with abstract cost estimates to Railway;
    • Obtained “In Principle” Approval of Feasibility Study Report from Railways.
