Detailed Narrative Description of Project:

Gabon Special Economic Zone (GSEZ) plans to construct Four New SEZs with Railway lines between Libreville & Franceville, located at a distance of around 658 Km. One of these SEZs is located at Lastoursville, at a distance of about 488 km from capital city of Libreville. In addition, existing railway line at Libreville is being modified/ augmented. GSEZ is also developing Road network of about 102 km from Lastoursville to a manganese mine. MRTCL provided Design consultancy for the Railway lines, Road & Project management Consultancy for road & rail for construction of the project involving all aspects of supervision, quality Control, Billing and all related issues, Inspection of Rolling Stock being procured from China.

Detailed Description of Actual Services Provided 

Feasibility and Detail Design of a new railway line and road connectivity

• Preparation of Engineering Scale Plan (ESP), drainage layout plan, stack yard layout plan, general arrangement and reinforcement detailed drawings of bridges/culverts.
• Preparation of longitudinal section (L-Section) and cross sections of earthwork, stack yard, approach road and drainage work.
• Prepared detailed designs for the permanent way, bridges, culverts, stations and workshops.
• Estimation and Bill of Quantities (BOQ) of earthworks and embankment, stack yard, bridges/culverts, rail linking works, approach road and allied works, drainage work, utilities, etc.
• Preparation of pre stability and post stability report for earthwork and embankment
• Study of road/rail connectivity (multi-modal connectivity) and prepared detailed designs.
• Prepared detail design of Railway line layout, stackyard, utilities and other facilities within the site constraints
• Preparation of Technical specification for execution of work of earthworks and Embankment, Stack yard, bridges/culverts, rail linking works, approach road and allied works, drainage work, utilities, etc.
• Design of utilities like office building, store, work shop, toilet building, access road to the site, internal roads if require etc.
• Preparation of Engineering design basis report and design calculations of stack yard, bridges/culverts, rail linking works, drain and utility works.
• Preparation of Technical specification for execution of work.
• Preparation of Specification and detail drawings for track materials and signage
• Preparation of drainage adequacy report
• Operation philosophy
• Preparation of Traffic study report.
• Preparation and submission of Detailed Project Report (DPR).

Project Management and Construction Supervision

• Design coordination with Design Consultants
• Conduct coordination meetings with Architects, Consultants, Contractors and GSEZ personnel and circulate Minutes of Meeting for further action
• Design review and value engineering input
• Proper records of drawings, documents and submission to GSEZ on periodical basis
• Preparation of Daily Progress Report and circulating it to GSEZ
• Construction management for embankment, Stack yard, Bridges/Culverts, Rail linking work, approach road and allied works, drainage work, utilities.
• Preparation of works Packaging for Each EPC and Non-EPC work
• Preparation of Project Master Schedule with Base line (MS project) for each project work.
• Preparation of Technical Specification, Design Reports & Tender Schedules
• Monitoring Project progress through implementation of Project Schedule
• Cost planning/Estimation based on specifications
• Cost monitoring using budget and actual cost comparatives & cost projections
• Change order/Variation order Management
• Preparation of weekly Schedules of various contractors/Vendors based on master project schedule
